Dragutin Vukotić was born on 15 October 1924 in Podgorica. He attended primary school in Kolašin and Podgorica, and the High school in Nikšić and Podgorica. He graduated from the Medical Faculty in Belgrade (1952), gained his specialization at the Urological clinic in Belgrade (1957), obtained his PhD at the Medical Faculty in Belgrade (1976). He was elected for full professor in 1986.
He has founded the Urological section in Montenegro (1957) in Nikšić, and later on in Titograd (1968).
He participated in many national and international urological congresses held in Krakow, Saint Petersburg, Thessaloniki, Kiyv, Paris, Beijing, San Francisko, as well as in almost all congresses of the Association of urologists of Yugoslavia.
He is an associate member of SANU (1990), member of the Medical Academy of the Serbian society of phisians (1998) and the Academy of Social Sciences of the Russian Federation (1995).
He was a member of the editorial board of journals Acta chirurgica iugoslavica, Acta medica iugoslavica and the Medical notes.
He is a member of the International Association of urologists (1973), Association of urologists of France (1977) and the European urological society (1975). He was delegate of the Society of urologists of Yugoslavia in the International urological association (1979), as well as the president of the Association of urologists of Yugoslavia (1981-1982). The International biographical centre in Cambridge proclaimed him for international scientist of 2001.
He was elected for the president of the Society of physicians of Montenegro in 1961. For contributing to the development of professional vocation and science he received numerous recognitions and awards: Plaque Dr Petar Miljanić of the Society of Physicians of Montenegro (1979), Charter of the Union of physicians’ societies of Yugoslavia (1986), Plaque of the University of Montenegro (1994), September prize of Nikšić (1964), Award of Thirteenth July of Montenegro (1967), Award of Liberation of Titograd (1981) and the Award of AVNOJ (1983).
He was elected for associate member of the Society for Science and Arts of Montenegro (later Montenegrin Academy of Sciences and Arts), on 6 March 1973, and for full member on 22 October 1981. He was President of the Montenegrin Academy of Sciences and Arts from 1989 till 2002.
He has published several books: Etiology of urolitiasis (1977); Clinical fizical-chemical characteristics of urolitiasis in Montenegro (1993); Addresses and essays I (1994); Selected papers from urology (1996); Addresses and essays II (1997); Ethical controversies in medicine (2000); Addresses and essays III (2001); Addresses and essays IV (2004); Asociality in medical science and praxis – Jatrogenic defects and omissions (2007), Time incongruance of biological and chronological aging in Montenegro (2009), and Mutual impact of nobility and ethics in human kind (2013). He also published numerous specialistic and scientific papers, especially from urology and ethics in medicine, and the addresses, essays and reviews in domestic and foreign serial and monograph publications.
